Repeal Property Tax Assessment Rates

Repeals the Gallagher Amendment of 1982, which limited the residential and non-residential property tax assessment rates, so that revenue from property taxes is a 45%/55% split between residential and non-residential.

BCR’s Stance: NO

Violation of limited government and raises property taxes during a time of recovery from a pandemic.

Bingo Raffles Allow Paid Help and Repeal Five Year Minimum

Requires charitable organizations to have existed for three years before obtaining a charitable gaming license instead of five years; allows charitable organizations to hire managers and operators of gaming activities so long as they are not paid more than the minimum wage.

BCR’s Stance: YES

Reduces regulatory oversight.

Citizenship Qualification of Electors

Amends the Colorado Constitution to state that “only a citizen” of the U.S. can vote in federal, state, and local elections, instead of the existing language that says “every citizen” of the U.S. can vote.

BCR’s Stance: YES

Supports the original intent of the Colorado Constitution.

Local Voter Approval of Gaming Limits in Black Hawk, Central City, and Cripple Creek

Allows voters in Central City, Black Hawk, and Cripple Creek to vote to expand allowed gaming types and bet limits.

BCR’s Stance: NO

All voters in Colorado should have a say in Gaming Limit decisions.

Cigarette Tobacco and Nicotine Products Tax

Increases taxes on tobacco, creates a new tax on nicotine products such as e-cigarettes; dedicates funds to education and health programs.

BCR’s Stance: NO

Violation of limited government and raises taxes. A regressive tax that has a disproportionate effect on the poor.

National Popular Vote

Joins Colorado into the National Popular Vote Interstate Compact, awarding Colorado’s electoral college votes for President to the candidate with the most nationwide votes.

Reintroduces gray wolves on public lands.

Prohibition on Late-Term Abortions

State Income Tax Rate Reduction

Decreases the state income tax rate from 4.63% to 4.55%.

Voter Approval Requirement for Creation of Certain Fee-Based Enterprises

Requires voter approval of new enterprises that are exempt from the Taxpayer Bill of Rights if their revenue is greater than $50 million within its first five years.

Establishes a program for paid medical and family leave.

Disposable Bag Tax

Adds a new tax on disposable bags of up to $0.25 per bag. This is a $2M+ per year tax increase.

BCR’s Stance: NO

Violation of limited government and raises taxes. Poor people affected the hardest.

City of Boulder 2B
No Eviction without Representation

Adds a new excise tax paid by landlords to provide legal representation to tenants who face eviction.

BCR’s Stance: NO

Violation of limited government and raises taxes. Gives unfair weight to tenants in landlord-tenant eviction disputes.

City of Boulder 2C
Public Service Company Franchise

Grants a new 20-year franchise with Xcel Energy and ends the city’s effort to create a local, city-run electric utility (municipalization or local power).

BCR’s Stance: YES

Municipalization has proven to be very expensive and is now very unpopular. The city can work with Xcel.

Repurpose the Utility Occupation Tax

Extends the utility occupation (municipalization) tax.

Violation of limited government and raises taxes. Municipalization has proven to be costly and unpopular.

Charter Amendment Related to Direct Election of the Mayor

Changes election of the mayor to ranked-choice voting (instant runoff).

May disenfranchise some voters (invalidates their votes) and may cause ballot exhaustion (several elections) and raises election costs.

Charter Amendment Related to the Boulder Arts Commission

Increases the number of members of Boulder Arts Commission.

Amends Home Rule Charter to allow for 30-year leases of city property.
